The dollar amount is actual cost of transportation per mile which includes fuel, insurance, driver salary, etc. The regulation is recent and was put into place so school districts would not be able to undercut private bus companies when providing services to private entities. The RAGBRAI overnight towns are not trying to gouge anyone, they are just trying to break even and cover their actual costs. Thank you for understanding!
